I think that the noun "road" is used here as adjective like "road sign".
"New road layout ahead" means that the road surface ahead of you has a new layout.
So please, take care and try to memorize the new order of traffic on the road ahead of you according the new layout.
Try to memorize new layout because this road sign is a temporary. It will be standing here within 3-6 months as reminder.

Thank you for your praises. The 'Мимайно' was absolutely truthful story. In fact thanks to you I'd resumed my learning English.
Concerning "Hard to believe really..." our English teacher said that "If you make a mistake in conversation with others whose native language is English then majority of them will understand you. But absolute majority of them expect you will write grammatically". It would be well if I could speak at least so "smoothly" as I attempt to write here. Though I attempt to write here while sitting among the English textbooks and I attempt to pick one's words.
So my knowledge in English is not enough to write without effort.

Your teacher is definitely right. A foreigner/ a native speaker will understand you even if you speak with an accent. This is rather common sense, it happens here and there.
While reading and listening are reasonably easier skills, speaking and writing are tricky:-))You have to "produce " something and not to "receive". So the best thing is to have a good stock of handy words and phrases to start you off. I am sure that with Your commitment and a bit of free time you could make a remarkable progress. And one day it will take you just a minute to write a paragraph without hesitation;-)))
